can ham radio licensees transmit on at least 1 frequency between VHF 136-174MHz, UHF 403-470, 450-512MHz?

i am wondering because there is this radio that operates on these frequencies that is for sale. I am looking into buying one, but am wondering what i need in order to be able to transmit on these channels. VHF 136-174MHz, UHF 403-470, 450-512MHz. Thanks for your help!

These are the present frequencies that Amateur Radio Operators are allowed to transmit in the range you specify.

All Amateurs except Novices:
144.0-144.1 MHz: CW Only
144.1-148.0 MHz: CW, Phone, Image, MCW, RTTY/Data

70 Centimeters

All Amateurs except Novices:
420.0-450.0 MHz: CW, Phone, Image, MCW, RTTY/Data
