If there is shortwave radio that transmits a radio signal for free?…?

…Can there, theoretically, be a shortwave computer that transmits an internet signal for free? In other words, if amateurs can transmit audio using shortwave, can amateurs, with the right equipment, transmit and receive video & audio using shortwaves?

“packet radio” seems to be what I was looking for! Thank you! Can packet radio be used as an free, alternate internet? Hope you understand my question…What I’m basically trying to discover is if there are any free alternatives, either existing or underdeveloped, to the fee based internet we have now? Can shortwave radio packets be manipulated to display data on a screen much like a website? Thanks again.

Yes; there are lots of amateur or “ham” operators that use amateur frequencies to transmit TV; many also transmit data using “packet” radio. There’s nothing theoretical about it; it’s done every day. Amateurs with different licenses have different frequency privileges, and certain frequencies are reserved for various types of transmissions.
